Vicious Vestments provides a slight boost to offensive capability, something that very few Cloth gear pieces do. It goes well on Kensai, Ninja, and perhaps even Warlock early on. Due to how small the boost is, Vicious Vestments isn't a very high priority for crafting and it may be outclassed by the Tier 2 and 3 Epics. Nevertheless, it's certainly worth keeping if you do craft it or find it as a random reward from Zaluss The Demolisher.
